CXOJOE / AGENTIC TURNAROUND OFFICE
Operational turnaround consulting for delivery, margin and cash-flow problems
A recovery plan is hard to execute when the next shipment depends on a cash commitment, the expected receipt depends on customer acceptance, and no one is coordinating the conditions between them.
CXOJoe helps leadership investigate the operating causes, compare feasible recovery decisions and manage the work across the people responsible. The Agentic Turnaround Office engagement has a defined recovery mission. Its scope identifies the required finance and legal coverage, while your authorized leaders retain business decisions.

When the recovery needs an operating lead
You may already have a CFO, capable managers and outside advisers. Additional coordination is worth considering when important work keeps stalling between their responsibilities and the consequences are accumulating.
A delivery recovery can require agreement on scope, a quality remedy, material purchases and a supported cash sequence. A margin problem can require changes to estimating, engineering approvals, work acceptance and billing. Assigning each issue to a department does not establish who resolves the dependency before the next commitment.
The engagement gives this work an accountable coordinating lead. It needs a sponsor with authority to act and operating owners able to carry out the decisions.
What CXOJoe would do with your team
Establish the immediate operating position
Identify the commitments that cannot wait and the records supporting them. Follow material orders, receipts and proposed spending back to their operating conditions. Reconcile conflicting information before it enters the decision.
The first working output is a decision brief for the recovery mission: the consequence and deadline, what is known, what remains unresolved, who must decide and which actions can proceed within existing authority. The finance lead supplies the applicable liquidity view; counsel identifies relevant restrictions.
Test the explanation and compare the options
Investigate whether the visible delay is the limiting cause. Review the work, responsibilities, information and practical capacity needed to resolve it. Compare the current approach with feasible alternatives, including a process correction, a different sequence, a specialist intervention or a narrower commitment.
The recovery plan states what changes, who acts, the resources required, the dated financial consequences and the conditions that would reverse the recommendation. Actions that can begin immediately are distinguished from actions waiting on evidence, agreement or authority.
Coordinate the work through acceptance
Maintain the agreed priorities and dependencies, obtain decisions on exceptions and follow work to observable acceptance. A document sent, a repair completed, a customer acceptance and an available receipt remain separate events.
The review cadence follows the urgency of the mission. Use the review to resolve an exception or obtain a decision. Remove status transcription that consumes management capacity without changing the work.
Transfer controls your managers can continue using
Prepare the receiving owners to update the relevant records, detect exceptions and obtain decisions. The transfer includes continuing commitments, remaining risks, responsibilities and access arrangements.
Completion depends on the agreed operating and transfer criteria. Producing a dashboard or a handbook does not, by itself, establish that the recovery work has been accepted.
A purchase decision shows how the work fits together
The paper examines a delayed order that needs spending before the customer pays. The investigation checks what the purchase will unlock, whether delivery and acceptance are achievable, and whether the business can meet the intervening obligations.
A deposit-conditioned alternative changes the sequence. The account owner obtains agreement; counsel reviews terms; finance verifies available funds; operations confirms the remaining delivery conditions. Procurement then acts within the authorized amount and conditions. If a required event fails, the affected commitment returns for decision.

The linked paper contains the constructed cash model, alternatives and stress tests.
Professional responsibility stays explicit
Your executive or board retains authority to commit the business. CXOJoe's systems and Turnaround Office lead coordinates the operating investigation, interfaces and execution. Operating managers remain responsible for their workstreams.
Qualified finance leadership owns financial advice and the liquidity model. Qualified legal or restructuring counsel owns legal advice and process. The engagement identifies the actual professionals, their appointments and their authority. Finance and legal coverage must be established for the mission.
We establish that coverage with your responsible leaders and advisers before accepting work that depends on it. An imminent liquidity, legal, safety or regulatory exposure needs those professionals immediately.
Technology follows a defined operating need
Existing systems and manual controls may be sufficient for the first mission. Agent assistance is considered for specific tasks such as reconciling identifiers, assembling authorized evidence and flagging changed assumptions.
A proposed workflow must show its source records and be tested for material errors, missed exceptions and the total effort of review and correction. Agents do not negotiate commitments, provide legal advice or approve spending. The mission retains a workable manual path.
Scope, fees and the start of an engagement
The proposal defines an initial mobilization, the periods of recovery execution support and the conditions for transfer. It sets out scope, staffing, client responsibilities, fees, spending limits and start arrangements before work begins.
The initial discussion needs the operating problem, the consequence, the next important deadline and the person who can sponsor the work. It establishes whether CXOJoe's role fits and what must be resolved before an engagement can begin. It does not require a paper download or completion of a Diagnostic first.

A focused investigation may be the better fit
For one recurring operating problem with time to investigate, the Executive Systems Diagnostic is two weeks and $5,800. It develops an evidence-backed explanation, compares practical options and gives leadership a detailed implementation plan with first actions and measures.
Start the Executive Systems Diagnostic
A PMO buildout or implementation recovery is a different mission
An organization may need a functioning PMO for ongoing project execution rather than a crisis-recovery office. A stalled implementation may need its requirements, interfaces, acceptance conditions and execution plan repaired. The discussion should distinguish those needs before selecting the engagement.
For owners, boards and referral partners
A CFO, lender, restructuring attorney, CPA or PE operating partner may see the consequence before an operating owner can explain the cause. A useful introduction identifies the decision at risk and the person authorized to discuss it.
The executive brief is available for that initial discussion. Detailed customer or financial records should wait until permission and access arrangements are established. A referral does not appoint CXOJoe to speak or negotiate for the company.
Questions about working together
Can you work alongside our CFO and existing advisers?
Yes. The engagement defines CXOJoe's operating role alongside the actual responsibilities of your finance leadership and advisers. The purpose is to get the required operating decisions and work carried out without creating competing authority.
What would our managers need to contribute?
A sponsor with authority, access to agreed evidence, and operating owners who can explain the work and act on decisions. Mobilization establishes the time, capacity and decision rights those owners need to deliver the work.
Do we need to buy Operations Optimizer or another platform?
No platform purchase is a prerequisite to discussing or designing the mission. Use existing tools when they meet the requirements. Consider a new implementation only where the verified capability and cost fit the work.
How long does a Turnaround Office engagement last?
Duration follows the mission, dependencies and accepted exit conditions. It is not automatically the two-week Diagnostic or the separate PMO Buildout timetable. The proposal defines mobilization and the periods of execution support, with review points and transfer criteria.
What does success look like?
Agree on the operational and financial measures before judging progress. Track authorized decisions, work accepted by the relevant owner or customer, forecast changes and the outcome of the intervention. Include coordination cost and the managers' ability to keep using the controls after transfer.
